Does Qualifier work in Germany?

No. Qualifier doesn't support sending to prospects in Germany, and we recommend that our customers don't prospect that market by cold email.

Email outreach in the EU is governed by the GDPR, and each country adds its own marketing laws on top. Germany applies the strictest interpretation: it effectively requires "double opt-in", meaning you need clear, documented consent from a person before you email them. Cold outreach can't meet that requirement.

If you add a German location to a targeting, Qualifier marks it as a Disallowed region and won't prospect there.
